I know how to fix this problem
Its doesnt work becuz the version of hlds
using hlds 4554 version can fix it.(or old version-- 4xxx to 5xxx)

I just know, that problem is come from HLDS update.
I tried a version are work, but I dont remember which version..
I used those version, maybe you tried it by yourself :
hlds build 4554
hlds build 5758
hlds build 6027
hlds build 6132

anyway, I just remember the version is around 4xxx - 5xxx
maybe you just try the Build 5758 version, it could be ok.
